Biography

Charlie is a GIS Delivery Lead with over 14 years’ experience delivering geospatial solutions across the Middle East, UK, and Europe. He currently leads geospatial strategy and delivery for AtkinsRéalis in the Middle East & Africa, overseeing multi disciplinary teams and integrating GIS with digital twin and BIM systems to support large-scale masterplanning and infrastructure projects. Charlie specialises in enterprise GIS platforms, spatial data management, and automation, with a strong focus on governance, standards, and scalable delivery frameworks. He has led GIS delivery across major regional programmes including Riyadh, Diriyah, Qiddiya, and UAE developments, enabling data-driven decision-making at city scale. Previously, he led GIS, survey and CAD on major UK infrastructure programmes, delivering enterprise platforms, data governance frameworks and automated workflows, following earlier roles in consultancy, national mapping and engineering environments. He combines strategic leadership with technical expertise to drive innovation and deliver quality geospatial outcomes across complex projects.
