The Digital Exclusion Risk Atlas (DERA) is a new geospatial interactive analytical tool designed to help identify, understand, and address patterns of digital exclusion across England.
Digital exclusion is shaped by multiple overlapping factors that influence people’s ability to access, afford, and engage with digital services. The Atlas brings together a range of datasets into a single Digital Exclusion Risk Index, visualised through an interactive heatmap. This enables users to explore where digital exclusion may be occurring and supports more targeted action to reduce digital barriers and improve equitable access to healthcare services.
The Atlas has been developed to support data-informed decision-making, helping local systems better understand digital inequality and design interventions that prevent digital transformation from inadvertently widening health inequalities. The Atlas uses data from multiple sources and geographies, brings information together where results can be interpreted at a local and national level.
About the speaker
Karol Leszek Kuczera is the Senior Healthcare Policy Manager for the National Healthcare Inequalities Improvement programme at NHS England, where he is responsible for development and implementation of policies aimed at reducing healthcare inequalities, with a particular focus on digital, AI, and inclusion health groups.
With over 15 years of experience in the NHS, Karol has led strategic policy development, service transformation, and the integration of clinical insight into system-wide health initiatives.
